Description:

    * In charge of all daily security operations on board and while in port, including training of the crew and training of all security department guards
    * In order to consistently exceed guest expectations and provide the highest levels of product and services, additional duties and responsibilities may be assigned as needed.

This position is critical to the safe and secure operation of the entire vessel.

    * Incumbent must be fully capable of maintaining a flexible attitude with all security related issues.
    * Ensuring all aspects of the security program is strictly adhered to by his/her staff and the remainder of the crew.
    * The ability to effectively apply security standards in a method that has little to no effect on the passengers aboard the vessel.

Requirements:

PHYSICAL REQUIREMENTS

    * While performing the essential functions of this job, all team members are required to stand; walk long distances on the ship; use hands to touch, handle or feel; reach with hands and arms; talk or hear and taste or smell. All vessel positions require repetitive motion of bending, climbing, going up and down stairs and lifting more than 25 pounds. This job requires specific vision abilities to include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
    * All team members must be physically able to participate in emergency life saving procedures and drills. All vessel positions require full use and range of arms and legs as well as full visual, verbal and hearing abilities to receive and give instructions in the event of an emergency including the lowering of lifeboats.
    * Work within different temperature changes indoors to outdoors.
    * Able to pass basic safety course. This is a minimal description of duties. Other work requirements may be necessary and assigned as business or maritime law dictates.

Education:

LICENSES

    * Holds Basic Safety Course Certificate and appropriate licenses and certificates as required by regulations.

For all NCL Vessels:

    * STCW 95 Certification
    * For U.S. Flagged Ships:
    * Merchant Mariner Document (MMD/Z Card)

EDUCATION

    * Minimum high school diploma or equivalent. Some college related education preferred.
    * Required to a have minimum of 4 6 years of police or military training. Preferably a combination of both.
    * Poses intermediate to advanced level training in all facets of security to include the completion of a recognized security officer course.

      Section 13 of Part A of the ISPS Code requires that the DSSO have knowledge and provide training in the following:

2.Relevant international conventions, codes, and recommendations;
3.Relevant government legislation and regulations;
4.Responsibilities and functions of other security organizations;
5.Methodology of Ship Security Assessment;
6.Methods of Ship Security Surveys and inspections;
7.Ship and port operations and conditions;
8.Ship and port facility security measures;
9.Emergency preparedness and response and contingency planning;
10.Instruction techniques for security training and education, including security measures and procedures;
11.Handling sensitive security related information and security related communications;
12.Knowledge of current security threats and patterns;
13.Recognition and detection of weapons, dangerous substances and devices;
14.Recognition, on a non-discriminatory basis, of characteristics and behavioral patterns of persons who are likely to threaten security;
15.Techniques used to circumvent security measures;
16.Security equipment and systems and their operational limitations;
17.Methods of conducting audits, inspection, control, and monitoring;
18.Methods of physical searches and non-intrusive inspections;
19.Security drills and exercises, including drills and exercises of port facilities; and
20.Assessment of security drills and exercises.

      Responsibilities:

          o Reports directly to the Staff Captain.
          o He/She is a three (3) stripe officer. NOTE: For all ISPS/MTSA and Ship Security Plan (SSP) related issues, the security officer is designated as the Deputy Ship Security Officer (DSSO).
          o He/She acts as the main investigator concerning any accident/incident that may occur amongst the Guests and Crew and requires detailed investigation. The Security Officer shall submit required reports upon completion of the investigation (i.e., incident/accident). The Security Officer will develop, establish, and maintain proprietary control of investigative information or other pertinent or significant data of Guest and Crew for a minimum of two years.
          o Shall be familiar with and active in the Safety and Environmental Management Systems (SEMS), including his responsibility in the Safety Organization according to the Emergency Plan and Station Bill.
          o Will maintain timely entries in the vessels security logbook and will be responsible to insure the orderly flow and control of all security related reports.
          o Will countersign the Night Security Guard Log Book and investigate all incidents logged when required.
          o Is responsible for training and scheduling of Security Guards assigned to the vessel.
          o Will compile and distribute gangway list of authorized crew allowed off vessel in port in concert with appropriate Custom and Immigration clearance requirements worldwide. The duties and responsibilities of the Security Officer include, but are not limited to:
          o Undertaking regular security inspections of the ship to ensure that appropriate security measures are maintained;
          o Maintaining and supervising, the implementation of the Ship Security Plan, and monitoring, the continuing relevance and effectiveness of the Plan, including the undertaking of internal audits and any amendments to the Plan;
          o Coordinating, the security aspects of the handling of cargo and ship's stores with other shipboard personnel and with the relevant Port Facility Security Officers;
          o Proposing modifications to the Ship Security Plan;
          o Reporting to the Company Security Officer any deficiencies and non-conformities identified during internal audits, periodic reviews, security inspections and verifications of compliance, and implementing any corrective actions;
          o Enhancing security awareness and vigilance on board;
          o Ensuring that adequate training has been provided to shipboard personnel, as appropriate;
          o Reporting all security incidents and completing SEMS forms;
          o Coordinating implementation of the Ship Security Plan with the Company Security Officer and the relevant Port Facility Security Officer;
          o Ensuring that any security equipment is properly operated, tested, calibrated, and maintained.

      Special Requirements:

      The Security Officer should have adequate knowledge of, and receive training in, some or all of the following ship specific areas, as appropriate:
1.In the layout of the ship.
2.The Ship Security Plan and related procedures (including scenario-based training on how to respond).
3.Crowd management and control techniques.
4.Operation of security equipment and systems.
5.Testing, calibration, and whilst at sea, maintenance of security equipment and systems. Required to enforce where applicable all company rules and regulations particularly concerning:
          o Crew Curfew
          o Crew Dress Code
          o ID of crew to be worn at all times, etc.
          o Assist with indoctrination and training of new crewmembers joining the ship, as needed, together with the ship's Firefighters, Safety Manager, and the First Officer Safety, etc., will show each crew member his/her station reference regarding emergency plan and station bill. New crewmember is to be addressed properly.
          o Together with the Staff Captain, the Security Officer is to supervise in the yearly Ship Security onboard Survey.
          o Will conduct random searches and major organized and deliberate searches with the consent and knowledge of the Captain and the Staff Captain.
          o Supervise/direct the search and secure procedure for luggage of all crew members debarking the vessel.
          o Responsible for supervision of Visitor Authorization in accordance with SEMS procedure.
          o The Staff Captain is responsible for all onboard Key Systems (Master Keys and Safes). This includes the safes that have been given to passengers. Daily control and issuance is delegated to the Security Officer.
          o Shall participate actively in the weekly Safety and Security meeting and in the monthly Crew Safety and Environmental committee meeting.
          o Will ensure that ships offices and restricted areas are secured when not in use.
          o Will become familiar with U.S. Department of Homeland Security and Foreign government agencies' rules and regulations as they pertain to vessel in port
          o Must be fa mil iar with the Safety and Environmental Protection Policy and the SEMS, and carry out the policies and procedures appropriate for his/her position.
