PURPOSE

BASIC FUNCTION: Serves as Environmental Specialist reporting to the Master with responsibility for oversight of company environmental policies, procedures, and systems onboard each ship and for providing shipboard expertise to the shore side Fleet Operations and Safety and Environment Departments to assist in the development of these policies and procedures. Also serves as the shipboard subject matter expert on regulatory issues.
RESPONSIBILITIES:

Participate in the development of systems, work practices, and procedures for implementation of company environmental policies, procedures, and systems set forth by Fleet Operations, and others in Fleet Operations and Safety and Environment Departments.

The Environmental Officer will provide technical training to crew members with environmental duties in their assigned responsibilities.

The Environmental Officer will train crew members on new environmental policies, procedures, and systems.

The Environmental Officer designates staff assignments (e.g. Stateroom Attendants, garbage handlers, etc.) for implementation of company environmental policies and procedures.

The Environmental Officer assesses each component of the shipboard environmental management program, such as recycling programs, spill response, chemical management, and waste management.

He shall ensure that the Oil- and Hazmat spill response equipment is ready for immediate use and is properly stowed and marked. He is responsible for keeping the maintenance and inventory records of the equipment in the maintenance program, and shall ensure proper documentation and replacements as required by applicable regulations and internal policies. He is responsible for completing the necessary paperwork required to land of garbage and other materials related to the Environment Department.

Assists designated shipboard employees in resolving environmental concerns, such as inoperative pollution control equipment, ineffective procedures, or inability to meet recycling goals.

The Environmental Officer advises responsible shipboard project managers with the management of environmental issues associated with work projects such as the installation of new pollution control equipment.

Monitors and evaluates shipboard implementation of environmental policies and programs.

Maintains records on shipboard activities related to company environmental policies, procedures, and programs including the status of environmental management programs and training which occurs onboard.
Provides input to environmentally related matters for the Senior Management Team to develop the ship's environmental budget for shipboard management of environmental programs and implementation of company environmental policies and programs.

The Environmental Officer recommends improvements in shipboard environmental management for systems, procedures, and equipment.

Evaluates and tests proposed environmental systems and procedures to determine quality and effectiveness, compatibility with other shipboard systems and procedures, and other factors of importance in determining whether to incorporate the proposed systems or procedures into the company's standards, and makes recommendations as to incorporating into company standards.

Evaluates and tests vendor supplied environmental items/equipment to determine quality and effectiveness, compatibility with existing systems, ease of use, and other factors important in determining whether to incorporate the items/equipment into the company's standards, and makes recommendations for incorporating into company standards.

Evaluates shipboard operating environmental systems to determine criticality of system defects/failures and recommends contingency plans.

Read technical journals and manuals, attends seminars, and participates in professional activities to maintain current skills and knowledge and to keep current on new technologies for environmental programs and practices.
