Job Description
Functions and Duties:
Reporting to the sector leader and to the Head of Unit B.1. – Safety Assessments and Inspections, the Project Officer will:

Functions:
• Support the European Commission in the inspection tasks in respect of maritime security, under the direction of the inspection team leader;
• Carry out other related work within the sector as directed.

Duties
• Assist the Commission in preparatory work for updating and developing Community legislation within the field of maritime security;
• Provide technical assistance to the Commission on, and participate in Commission inspections to monitor the application by Member States of Regulation (EC) No.725/2004 in ships, relevant companies and Recognised Security Organisations (including preparatory work, contributions to the inspection reports and follow-up
action as necessary);
• Provide objective, reliable and comparable information to the Commission and Member States on maritime security, including collection, recording and evaluation of technical data in the field of maritime security;
• Prepare documents on maritime security related issues as well as inspection guidelines, methodology and questionnaires;
• Maintain records and files of inspections;
• Contribute to relevant meetings, workshops and conferences and carry out other related duties as required.

Qualifications and experience required:

A. ELIGIBILITY CRITERIA:

A.1. Education
a) A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more or;
b) A level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years.

A.2. Experience
• At least three years of proven professional experience acquired after the award of the university diploma when the normal duration of university education is four years, or
• At least four years of proven professional experience acquired after the award of university diploma when the normal duration of university education is three years;

A.3. Language skills
The main working language in the field of maritime safety is English. Candidates must therefore have a very good command of English with a satisfactory knowledge of at least one other official language of the European Union to the extent necessary for the performance of the above mentioned duties.
A.4. General Conditions: In addition, in order to be eligible the candidate must:
• Be a national of one of the Member States of the European Union or of Iceland or Norway;
• Be entitled to your full rights as a citizen;
• Have fulfilled the obligations imposed on you by the laws concerning military service;
• Meet the character requirements for the duties involved and
• Be physically fit to perform the duties linked to the post.

B. SELECTION CRITERIA:

Applications must describe what experience, knowledge, qualifications or skills you have that meet the following criteria, including specific examples and supporting information where indicated.

B.1. Essential:
• The candidate must be able to obtain security clearance;
• A minimum of three years professional experience in the maritime sector (please describe experience);
• Knowledge and understanding of the International Ship and Port Facility Security Code (ISPS) and the related parts of the SOLAS 74 Convention as amended and their interpretation and application (please describe how this knowledge was gained);
• Knowledge and understanding of the implementation of the maritime security legislation Regulation (EC) No.725/2004 in the EU and its interpretation and application (please describe how this knowledge was acquired);
• Ability to write technical documentation in English using MS Word (please describe experience);
• Good knowledge of and experience with international quality standards such as ISM or ISO 9001 (please describe how this knowledge was gained)
• Good knowledge of ship operation and ship/port operations (please describe how this knowledge was gained);
• Good communication and interviewing skills (please give at least one supporting example of an occasion when you have used these skills);
• Knowledge of the main EU Institutions and their roles.

B.2. Advantageous:
• Experience gained in the following ways
o Implementation the ISPS code in a shipping company, a recognised security organisation, an international organisation related to the implementation of the ISPS Code, or an organisation providing security consultancy advice to a national competent authority for maritime security within the EU;
o Ship classification or statutory surveys;
o Sea-going service
o Employment in a technical role (for example, technical manager, superintendent, operations manager) in a ship management company or in the national administration (for example, responsible for the implementation at national level, port State control or flag State inspector);
• Knowledge and understanding of mandatory rules and regulations and applicable codes, guidelines and standards recommended by IMO, administrations, classification societies and maritime industry organisations (please describe how this knowledge was gained);
• Qualification as an auditor (in compliance with a standard such as ISO 9001 or 19011);
• Knowledge of a third EU language.

The advantageous criteria will be considered by the Selection Board depending on the number of applicants meeting the essential criteria.

Conditions of Employment:
This vacancy notice concerns a Temporary Agent position, pursuant to Article 2 a) of the Conditions of Employment of other servants of the European Communities. The initial duration of the contract is three years, with possibility of renewal. The successful candidate will be recruited in the grade AD6.
The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme.
The basic monthly salary, before any deductions or allowances, at 1 July 2008 for grade AD6 first step is approximately EUR 4 347,44. The place of employment is Lisbon, Portugal.
